   整合數據的「智慧防汛平臺」,可自動判讀出城市最大降雨區域、降雨強度的 變化與新北各區淹水熱點,同時設定監測管理值,透過平臺串連之路口閉路電 視影像,結合人工智慧,用以判斷現況是否為積淹水情境;再由 LINE 機器人「水 情小幫手」發出警示,通知積淹水情形。相關人員也能利用完整的數據分析, 迅速找出積淹水發生原因,並藉由抽水站預先抽水機制,增加雨水下水道系統 的容納能力,降低都市積淹水,整體防汛應變時間較以往至少提前 1 ~ 2 小時。
另外,針對雨水及汙水下水道系統的維護,應用混合實境技術(Mixed Reality,MR),只要戴上 MR 透視眼鏡,包含下水道管線、人孔設施等將以 3D 立體方式融合現地街景呈現在眼前,大幅縮短作業時間,提升養護效率。
Torrential rain is common is Taiwan during monsoon seasons. Sudden and intense rainfall can lead to flood disasters. To address this challenge, New Taipei City established a smart flood prevention platform with image recognition. By integrating advanced IoT monitoring technology, this platform enables the city to continually improve its flood prevention capabilities and respond effectively to contingencies.
The intelligent flood prevention platform, by collecting and analyzing data, can identify potential areas with the heaviest rainfall, monitor changes in rainfall intensity, point out flood-prone areas in various districts of New Taipei and establish monitoring thresholds. Utilizing CCTV footage from connected street intersections and with the help of AI, the platform can determine whether the images correspond to a flooding scenario. Alerts are then generated by a LINE chatbot (Water Situation Assistant) to notify relevant personnel of flooding incidents. The causes of flood can also be quickly identified using comprehensive data analysis, and a pre-pumping mechanism will be launched at pumping stations to increase the capacity of the drainage system to pre-empt floods before they hit. With the smart solution, we are able to respond to a potential flood situation earlier by at least one hour.
This smart platform also helps to maintain the rainwater and wastewater drainage systems. By integrating Mixed Reality (MR) technology, layout details such as sewer pipelines and manhole facilities will be demonstrated in a 3D format in an MR headset, seamlessly overlapping with real-world street views. This significantly reduces operation time and enhances efficiency in system maintenance.
